I have a 1968 GTO with the Endura Delete Option. The 1968 GTO was Motor Trend's Car Of The Year,because of the addition of the Endura Bumper and other safety and styling options. 1968 was the only year you could get the chrome front bumper instead of the Endura,as an option. Standard was the Endura Bumper. These GTO's are very rare to find today as many over the years have been changed,for the better looking Endura bumper. Only about 1,500 of these were built,which is now desirable as production numbers and value go.
I have a 1969 Oldsmobile Cutlass supreme. My car has a 1968 front bumper, hood, and grill. Its mirror of your question but If a 68 can go on a 69 I wouldn't see why a 69 couldn't go on a 68.

on my 1968 lemans I removed the grease cap then removed cotter pin and nut from axle and it will come off both wheel & tire of course your brake shoes cannot be to tight on drum

whichever front cylinder is farther forward, like closer to the radiator is number one # 1 is on the drivers side front cylinder, firing order is 18436572, distributor has counter clockwise rotation.
