it depends on what it is doing, does it not work at all? or does it jump around? could be the plastic speedo gear in the transmission, or it could be your speedometer itself. i have had a problem with mine and i need to replace my speedometer, the back assembly has gone bad. it jumps around.

Some speedo pinions are located inside the gearbox others on the rear dif . In motorcycle they are located on the front wheel axle and in racebikes on the front sproket shaft . Some are even connected electricly with no pinion .
The Steering locks might be damaged in the rack and pinion or the teeth them selves in the rack and pinion could be stripped Also the problem might be in the steering linkage going to the rack and pinion.
There is no specific pinion nut torque. The pinion nut has to be tightened until the proper pinion preload is established. Pinion preload is what matters
