There is a toothed gear and a rack just behind the keyed switch. Perhaps the gear has jumped a tooth or two. If this has happened take it to someone that can replace both gear and rack. You may be able to "time" the rack and gear that's in there but if it has skipped once, it could happen again. The safe bet is to replace them.
The ignition lock cylinder on a 2006 Chevy Cobalt is removed by popping off the steering column cover and inserting a screwdriver into the release hole. The cylinder can then be pulled from its housing and replaced.

First of all you need to check the key ignition cylinder (it's where you put your key). Most likely it has to be replaced. You need to make sure that ON position does not trigger the starter. Only START should do that.If the cylinder is fine you will need to check the starter relay.
When you turn the key to the on position, the theft light should begin to flash. You must leave the key in the on position for approxamately 10 min. This will reprogram the key to the car. When this problem occurs, it is because the lock cylinder (ignition switch) needs to be replaced.
Get a Lock Smith to come to your place of residence and remove the cylinder and then make you new keys. This may cost however save yourself the aggravation!

Here are some notes I found on: http://experts.about.com/q/Toyota-Repair-832/91-tercel-steering-wheel.htm The ignition lock cylinder needs to be replaced, the only way the cylinder will come out is if you can get into the "acc" position, there is a release pin on the housing that you have to push in to remove the cylinder,. remove the covering around the locj to gain access to the pin, it may be a good idea to buy the new lock cylinder first so you can see where the release pin is, if you can not get the key into the ACC position the lock cylinder needs to be drilled out and I recommend having a Toyota dealer or locksmith deal with this.

You replace the ignition cylinder and then turn the ignition (with key) to on position. All dash lights will light up in the on position. After a few seconds only the security light will flash. Leave the ignition on for 10 minutes while the security light flashes. At the end of the 10 minutes the security light will go out. This will be the first cycle of reseting the E.C.M. to read the new cylinder and ignition system replacement. At this point you do this process two more times. This will take proximately 30 minutes. Well, it sounds like the chip that is in your key may have broke or got stuck on a part of the ignition. I had that problem. This happened not long after I had had to have the ignition replaced?!?
