Have you removed the EGR valve and inspected it for carbon holding open the pintle? This will cause a hard start, back firing and low power.

it could be a faulty pump, that allows gasoline or water into the pump motor... be careful, cuz it could cause issues, between sparks that could come from the motors bruses, and fumes. it could also be that the relay got wet, or got damp from it being in a high humidity place. hope this helps
