The tip of the brake light switch is supposed to land on a tiny rubber pad. This will deteriorate and break into small crumbs which you will find on the floor of the car. When it falls out, the tip of the brake light switch now goes in to that hole, and nothing presses against it to turn it off.
Get a new rubber pad from the dealer, salvage yard or ebay, or JB Weld a penny over the hole.
The covers do not come off. The bulbs are removed from the back side of the housing. For the headlights, pop the hood and look down in behind the headlights For taillights, open the trunk and you will see access panels that you need to remove to get to the bulbs.
