I had the same problem on my 1989. I had a bad commutator in my starter, once I replaced it, it started right up. Remove your starter and take it to an automotive repair shop and have them test it. Most bigger chains will test it for free. This should solve your problem. If you don't know how to remove the starter, just disconnect the battery(s), remove the two cables from the front of the solenoid and loosen the two vertical bolts holding the starter in. It was easier on mine since I have a 6" lift, so I could just sit underneath, but a stock Suburban should have enough clearance to lay under without jackstands. I hope this helps, and good luck.
