Thats a vacuum leak. The vacuum lines (7/32" and 5/64?") dry rot after a few years. There is a "vacuum storage" ball, either on the hood, behind the Driver's side hood hinge or behind the fender, depending on your model. The vacuum for this and the controls comes from a "t" off of the PCV check valve. Find the ball and check the hoses.
That means either you have air in your heater core or your heater core is being bypassed
It may have a bad heater core.
If you feel no air blowing at all (when you are not moving) then your fan is not blowing. If it is blowing air, and it is cold, when the heater is on, then most probably your heater core is leaking, or is clogged. These are easily replaceable and go bad all the time in older cars.

The compressor is coming on because you have the heater set to defrost. Take it off defrost and the compressor will not come on. I would suspect the compressor is locked up.
Thermostat stuck open, clogged heater core, heater flow valve not functioning, or low of coolant.
Beause there is probably a short/bad connection in the switch, or the blower motor itself
check the antifreeze
When you set the control, if you chose defrost, it usually does it at the temperature you specify. So if you want heat only blowing through the windshield vents, which I believe may be the question you are asking, it varies between makes of cars. This is what to look for : defrost, fan speed, temperature. If you mean "Can a car that only has a heater ( no air conditioning ) be used to defrost?" The answer is still yes. I believe the question is missing words. It is comparable to asking "Hand, just finger work?" You might try asking again, being more specific, explaining why it is a problem.

I own a 1994 acura integra and the heater/air conditioning blower is not working, I can not defrost my windows and the heat does not blow. What is wrong and how can the problem be fixed.
The rear defrost is electric. The heater works off the hot water in your radiator running thru it and a fan blowing the heat into your compartment.. check your thermostat, it could be that your heater core isn't getting and water to it, that is were your car get's it't heat from, if not that it could be lack of water
