It only allows starting in park and neutral, and runs the reverse lights.
Short circuit somewhere in the reverse-light or even the reverse switch itself. Other causes are also possible.
Push down the red R button, hold in the left brake and shift down beyond neutral gear. At least hat's how its done on a 2004 anyway.

The 'front' drum clutches are burned-up. The front drum clutches are 'applied' for all forward gears. Only the rear drum clutches and the reverse band are applied for reverse. Replacing the front drum clutches and seals will 'get it moving' thought it really needs an overhaul.

Remove the wiring harness from the bottom of your 1996 Mercury Cougar automatic antenna. Remove the retaining nuts at the bottom of the antenna. Reverse the process to install your new automatic antenna.
Could it be the Neutral Safety Switch is out of alignment? Thinks Reverse is Neutral? I don't know Rovers, but there is a safety switch in vehicles with Automatic Transmissions, that prohibit the vehicle from being started in a Driver or Reverse gear.
Sounds like you have a busted linkage somewhere
If automatic.... pull the emergency beak and put the shift on N for neutral... If 5 or 6 speed... there should be a picture showing you 1st, 2nd, 3rd, 4th, 5th, reverse and neutral..............

Depends on if it's a standard or automatic, If it's an automatic the shift linkage may have slipped forcing it to be stuck in reverse. Also causing it not to start, since cars are only supposed to start in neutral and park.
In vehicles with an automatic transmission, the letter D often denotes the driveposition, as opposed to N (for neutral), R (for reverse) or P (for park).
I'm not sure I understand the question... Are you asking the P = Park R = Reverse N = Neutral question?
If you meant the neutral start switch, it is located on the upper part of the automatic transmission. Not sure if that's what you wanted though.
