If you are looking to save some money get a Hayes or a Chilton repair manual and see what it takes to do a basic tune up. Whith any luck you can change the filters, you fluids, spark pluggs,head gasket and head gsket rotor. if not a mechanic could charge you 200-400 dollars for a tune up. Chilton has the best digrams but Hayes has a troouble shooting section.
Fuel Pressure is low or the ECU is not able to control the idle from the sensors. If it is an old vehicle without an ECU, you can adjust the idle on the throttle body itself to be higher.

I believe Toyota went to a an electronic/electric throttle design in 2002. There is no mechanical connection. A spring on the accelerator pedal returns it to the start position. There are products available at the parts stores for freeing up the throttle body. If you have a car with a mechanical hook up to the throttle body you can free the cable up with products available.
