The starter is bad or the engine is locked up. Make sure the starter getting power then turn the engine by hand.
Weak battery? Seized engine? Loose or corroded battery cables? Bad Starter solenoid? Bad starter? Bad neutral safety switch?
Starter solenoid? Battery not fully charged?
It could be 1 of 4 things. 1.Bad solenoid, 2. Discharged battery, 3. bad battery connections,4. bad connections at the solenoid.
You need to charge your battery or get a jump. Replace the battery or have it checked because it is dead.
First things first. make sure the battery is good because that clicking is a dead giveaway for either a weak battery, or corroded or loose connections and wires. The battery connections must be clean dry and have an excellent connection to the terminal and the main red wire to the starter must be free of corrosion and its connections need to be tight if not you will have enough power to run everything but a large current draw like starting will not happen. If all that is good look at the starter itself ( not many parts stores will sell you just a solenoid for a new model starter and replacing it can be a project sometimes. )
Put a stethoscope or a plastic tube onto the solenoid, listen at it while a friend turns the starter. If solenoid clicks it is good. -Problem then is low battery or dud starter.
Your problem is the starter solenoid. It may be a remote solenoid mounted on the inner fender well. You can easily check it by running a battery booster cable from the positive battery post to the starter side of the solenoid wiring (the heavy wiring). If the starter operates, the solenoid is bad.
