Did you change the bulb in the rear? Yes. The hazzard lights use the same bulbs in the rear as the turn signals. They work with the hazzards on but not with the turn signal.

It depends on the exact problem. If it's that both brake lights in the back do not work and the middle one works, it could be your turn signal switch.
The 1991 > 1994 Chevy Lumina Speedometer, Odometer and maybe the RPM gauge gets a signal from the ECM computer. This ECM signal is feed to a module in the instrument panel, which feeds the three items above. If all three are not working replace the instrument panel or the module (which is inside the panel), but swap the odometer to keep your mileage correct for the vehicle. Note: The ECM gets its signal from a VSS on the Transmission and the ECM feed three areas in the car: Speed Control, Speedometer and one other (?). If the speed control works, the problem is not the VSS or the ECM. The problem is in the Instrument Panel.
In the 2000 Chevy Lumina it is on the driver's side of the dashboard, close to the windshield. It is a small hole. I would guess the design hadn't changed since '97, since it works so poorly in 2000, they obviously hadn't improved it any.
You need to replace the turn signal flasher; turn on the left side and follow the clicking sound. Even though one side works, a faulty flasher can cause this problem.

Could be turn signal flasher
If you mean the fan works on high only it's the blower motor resistor.
