I'm not sure if fuses are your problem as faults would be found in several fuses to cover all the items you have listed. However, the Emergency flashers, turn signal lights are covered by fuse 7 (3rd row up, 3rd from right) in the Fuse box in the middle of the top of the dash. The instrument panel lights by 6 (1 to the left of 7). Left high beam by 27 (4th up, 2nd from right). Right High beam by 28 (to the left of 27). The other is in the 'front compartment' (engine compartment?) "STOP" by 33 (middle fuse/relay).

I wondered that myself. Turns out it's not a sun, it's a light bulb. The answer I found is this: "Indicates that the side marker, parking, tail, license plate, instrument panel and headlights have been turned on."
No, they have separate flasher relays. Be sure to check bulbs and fuses too when trouble shooting flasher issues. On some vehicles also check license plate bulb/wiring, trailer hitch wiring and don't forget the center, high-mount stop light (3rd brake light) bulb(s). See sources and related links below if its a bulb issue.

To be an emergency medical technician you will be required to pass the necessary courses and the state license exam. Check with your state to see where you can take the test.
Only in a legitimate emergency. This would be a "necessity" defense.
No, there is no way to get an emergency contractors license in the state of California, per-Contractors State License Board.Right now the Contractors State License Board in California has 315,000 contractors. Legally the answer is no, however most courts will dismiss a charge against you if you can prove the emergency and that it was a situation where there were no other options.
It depends if it has a headlights and blinkers you need one to ride it. But if it doesn't you can ride it on your own property.
