No, they have separate flasher relays.
Be sure to check bulbs and fuses too when trouble shooting flasher issues. On some vehicles also check license plate bulb/wiring, trailer hitch wiring and don't forget the center, high-mount stop light (3rd brake light) bulb(s). See sources and related links below if its a bulb issue.
Probably the turn signal/hazard flasher went bad. On some vehicles they are separate units, but on some vehicles they are the same unit.
I also have a 2002 Chevy Malibu that had the weird blinker issue. Last year I checked it out and found it was a recall. You should be able to have it fixed for free. Mine was fixed last spring and I haven't had any problem since.
A turn signal not working on a 92 Chevy Lumina may be out because of a burnt out bulb. If you replace the bulb and it is still not working, the turn signal switch may need to be replaced. You can get the switch replaced by a mechanic.
My left signal light went two days ago. This is what I had to do. Pull the carpet down Remove all the screws that hold the tail light on You will probably need pliers or a wrench to get out the bulb holder Auto Zone helped me and it used a 3157 sylvania bulb when the manual said to find a 3357. I guess they are interchangeable. Good luck.
If the signal light fuse is blown all the signal lights front and rear would not work. If you have one signal light out I would first suspect a bad bulb or bad connection.

The signal light flasher on a 1992 Chevy Silverado is under the dash. It is on the driver's side just above the brake pedal.
The signal light flasher is located on the fuse panel. The fuse panel is mounted below the dash on the right side of the steering column.

The turn signal switch in the colum could be bad COULD B the TurnSignal switch OR the Flasher 4 the Emergency FLASHERS (because there is 2(two) Flashers & the Brake light Switch on the Brake pedal could B Bad.(turnsignals Have there OWN Flasher) the emergency flasher switch has 3 electrical contacts.sometimes they overheat and melt into the red flasher switch deforming the whole switch.unfortunatly the whole blinker and flasher needs to be replaced.

Look in the fuse box. It is usually a round looking or square block. On the fuse box panel when you pull it off it should tell you where the signal flasher is located in the box.
If neither signal light works, the flasher may very likely be the problem. The hazard lights and the signal lights work off different flashers.
