the light dial on the left of the steering wheel controls the high beams. switch it to the high beam setting and you can toggle them off/on with the turn signal. The Flash To Pass (FTP) position of the turn signal /highbeam Switch uses a different power source (fuse 2) so you can hold the high beams on if the headkight relay "K" is bad. Relay K fails and so does it's socket. look for melted plastic arround the connectors in the relay socket. The relay is behind the ash tray.

The fuel pump reset switch in a 1994 Volvo 940 is located under the hood. The relay will be in the fuse box.
you may have a bad headlight switch. This happened on my 1990. The highbeams worked, but the lows only when it was cool outside, it was a bad switch.
The circuit breaker for the headlights is intergrated with the headlight switch.

I assume you mean the angle of the headlights and not the brightness. On the headlights themselves are Allen screws with measurement markings and angle degrees. Loosen Allen screw and move bolt forward or backward to change angle.

There are several possibilities; headlight switch, headlight breaker or fuse, connectors, dimmer switch.
I am having the same problem with a 1994 model. The high beam indicator is also on. I believe it is related to the daytime running lights because when I turn on the headlights the lights get brighter. As I understand it daytime running lights are the highbeams at about 50% power. I need to find where that relay is and test/replace it. wish me luck...
