There is a valve called a vacuum check valve that restricts the vacuum from shutting off the AC doors when you reach a low vacuum situation(Engine under a load going up a hill or accelerating). Auto parts stores have these for around $5 to $6 dollars. Finding them on your particular vehicle is sometimes difficult. A decent and fair AC shop should be able to fix this reasonably for you.
Could be a bad fan motor resistor
If you are saying the blower motor only works on the high speed setting, then the problem is a bad HVAC Resistor Pack.
in order to clear the codes on your 200 safari first you need to fix the problem in the awd system and should clear by it self. The only thing that can turn that light is speed sensors wrong, speed sensors are not the only thing that will turn the service AWD light on. Wheel speed sensors are related to the ABS light

Blows on #4 only? I would replace the resistor. #4 speed by-passes the resistor.
As for why it blows only on the high speed you most likely will have a bad blower resister and for the noise, it could be a bad blower motor, bad blower wheel or trash that is stuck in the blower wheel or housing.......
The blower head is wearing out. Same thing happened to my Chevy. Cost $284 for new part.

On a 13-speed double over, if your low gear will not work, particularly when climbing hills, there is likely a problem with your transmission or shifter. Many times the problem is seen where low gear will not work and high gear will, indicating a problem with the mechanism.
