I also own a 1995 Dodge Dakota, Last year I had the same problem. I would loose power while accelerating & the engine would sometimes shut off when I made stops. with each passing day that you drive the truck with the weak fuel pump, the more constant that it will stop working. To install a new fuel pump, you need to drop the fuel tank. The tank is secured to the truck frame by two steel bands. Un-Bolt the four bolts which secure the banks to the frame and the tank will come down. ALSO make sure you position a good floor jack at the center of the tank, with the platform raised applying some pressure on the bottom of the tank. This will keep the tank tightly secured to the frame so you can remove the steel bands The safely lower the tank to the ground with the jack.

Follow top radiator hose toward engine. remove bolts holding housing to engine. remove housing. remove old thermstat & remember how it was in there. (spring toward engine) remove old gasket from emgine & housing. Now reinstall new gasket & thermstat

Remove the shield on the front lower side of the bell housing.
Remove a spark plug (any one will do), and lay it somewhere on the engine where you or a buddy can see it (not near that puddle of gasoline, though, thank you very much). Crank the engine. If you see a nice bright spark (believe me, you won't miss it if it's there) then you have a fuel delivery problem. If you see no spark, you have an ignition problem. Be sure to replace the spark plug after this test.
Remove the top and bottom radiator hoses including the transmission fluid, then remove the side mounting bolts, after that is completed, slide the radiator up and out of the engine compartment
The 1997 Dodge Dakota oil sending unit is in the oil pan, on the bottom of the engine. You will need to remove the oil pan in order to view the sending unit.
The oil filter on a 2003 Dodge Dakota is located on the bottom, right side of the engine. A special filter wrench is needed to properly grip and remove the filter.

The Check Engine light is on because there is a problem with the emissions system. Once you have the problem repaired the light will go off.
