If it won't turn over then it may be a bad starter, a bad solenoid, or the power is being grounded before it gets to the starter (an exposed wire is touching the car) Is there any way for you to record it, whether with a sound recorder or phone. I may be able to further assist if its doing something distinct.
The control computer is behind the dashboard, to the right of the glove box.

Don't know what the year, make or model is but it sounds like the temp blend door actuator gears are stripped.
it is not the hazard system, but comes from the speedo cable which is routed behind the dashboard thus making it sound like the flasher unit.

On my 2003 4 cylinder 2.2 liter the battery is located on the driver's side under a protective covering behind the driver's side headlights. There is a small hole in the cover to seee the battery "OK" indicator. Behind the battery is another black cover which is a fusebox. Mine has a picture of a automobile fuse on it.
Cables clean and tight on the battery? If so probably the starter solenoid. (Older F150s located just behind the battery on the passenger inner fender).
