sometimes starters get "stuck" take a hammer and hit the casing on the starter motor, if you can't get a hammer in there to hit it use a piece of metal pipe, place it against the starter and hit the other end

Yes, the clicking is the starter, but there's probably nothing wrong with it. Your battery doesn't have enough juice to turn the starter motor (draws lots of current), but still has enough to turn on the lights and accessories. Try jump starting it or trickle charge the battery.

check the wiring connections at the battery and the starter. Both places can give starting problems. The dash lights could be a separate problem. Check the fuses for the lights.
