Depends on a couple of things. First, are you any good at mechanics? Two, do you have the tools and a place to work. If yes, changing the steering rac is probably a 2 to 2 1/2 job. Jack up car and secure on jack stands. Unbolt the steering column, remove the rac bolts and tie rod ends, remove the rac. Assemble in reverse order. No big deal. However, if you ain't good at that sort of thing...

According to the 2001 Mercury Grand Marquis owners manual the fuse panel is below and to the left of the steering wheel , by the brake pedal , and has a cover on it

The wiper control module on a 1998 Mercury Grand Marquis can be found behind the instrument panel. It is close to the steering column, on the right side.
( # 16 ) is a 20 amp fuse for the cigarette lighter and OBD II in a 2007 Mercury Grand Marquis ( in the fuse panel below and to the left of the steering wheel by the brake pedal )

I was looking at a picture in the 2003 Mercury Grand Marquis Owner Guide and it shows the power steering fluid reservoir at the front of the engine compartment between the engine coolant reservoir and the engine air filter box
