The starter is where I'd go first. I've just recently just had this problem with my '97. The tow truck driver clued me in when he had me turn the key and he rapped the starter from the top and I started right away. I was told that the starter is bad and after that I believed him because this has happened before and I've not had an answer until this last guy. He was my savior that day.

because the battery is the source of the power for the headlights. there could be an issue with the battery or the alternator can be failing.
Make certain the cables from the battery to the starter and the body are good...may be a starter check out your local library for a shop manual and the checks to make.. d
there is no fuse for the headlights. Could be many reasons. Start with the fusible links down by the starter.
Could be bad headlights, foggy or dirty headlight casing, poor power output (bad battery or alternator).
COULD BE THE FUZES OR THE STARTER IS BAD .i HAD THE SAME PROBLEM FOR A 92 TRACKER AND I JUST CHANGED THE FUZES ....BUT THEM I HAD TO REPLACE THE STARTER .CHECK THE EASY THINGS FIRST ..
Battery cables could be loose, battery could be bad, starter could be bad, starter solenoid could be bad, ignition switch could be bad. Turn on the headlights and try to crank the engine. If the headlights dim or go out look at the cables or battery. If they stay bright look at starter, solenoid or ignition switch. The neutral safety switch or clutch petal switch could do it too.
If the starter will not engage on a 1994 Geo Tracker, it is possible that the solenoid needs to be replaced. There could also be a loose wire on the starter solenoid. Also check that the battery is fully charged. The battery could have gone dead while it was being driven.
It could be one of several things. The battery could be dead. But if you are still able to use the radio, headlights and things like that when you turn the key forward then im betting its the "starter". Which is located under the hood of your car but its easier to get to by getting under the car. I recomend getting a new starter if thats the case. I just recently replaced my starter in my 1993 geo tracker

There could be many reasons as to why this car will not start up. The battery could be drained, the starter, starter solenoid or alternator could be going bad, or there could be an issue within the fuel system.
