Well I have had that problem before, but I punctured the transmission oil pan and the car lost all its transmission oil, I have a 96 Altima, u might try checking the oil, I did and the car runs without it, it wont move.
Different OEs have different deployment command criteria, and 1995 was well before CFR T49 part 563 set forth some specifications. You probably would have to contact Nissan for an answer...
