Could be both...since your vehicle is OBDII I suggest you find a reputable auto repair shop in your town that has the equipment to perform engine diagnostics. That does not mean some guy hooking up his Radio Shack code reader and obtaining the trouble codes from the vehicles on board computer. That is just the start...a shop that knows diagnostics will take those codes and with the aid of a scan tool run the trouble tree back to isolate the problem. Without doing this anyone that tries to correct the problem will basically be shooting in the dark and at the same time throwing your money at the problem to fix it. It's true after they throw enough money at the problem it will eventually get fixed, but at what cost? A knowledgable repair shop with a couple of hours of diagnostic time will find the root of the problem and get it fixed without a bunch of needless parts being installed. I wish you luck!
The oxygen sensor on a 1999 Honda Civic is located on top of the catalytic converter. The catalytic converter is under the car.
The second oxygen sensor is now used downstream of the catalytic converter to monitor converter operating efficiency.
Usually after your catalytic converter. Usually after your catalytic converter.

There is two oxygen sensors. One is located before the catalytic converter is located under the heat sheld. The oxygen sensor after the catalytic converter is found under the catalytic converter (under the car) before the catalytic transfer pipe.
The upstream heated oxygen sensor is located ahead of the catalytic converter The downstream heated oxygen sensor is located behind the converter

From what I understand , the oxygen sensor ( s ) upstream of the catalytic converter is used in the control of the air / fuel ratio . The oxygen sensor downstream of the catalytic converter is called a catalyst monitor and monitors the efficiency of the catalytic converter
Bank 1 is the oxygen sensor either screwed into ,or above the catalytic converter. Bank 2 is below the catalytic converter.
The oxygen sensor on a 1996 Pontiac Grand Am is found near the catalytic converter. It will be place on the piping which leads to the catalytic converter.
