If you mean theft system activated, it can only be reset through computer by an auto locksmith or dealer. If light flashes when key is on, theft was detected. If light is not on and you have no fuel at schrader valve on rail- you can try inertia switch for fuel.
2001 Dodge Intrepid wont start. When I turn the ignition it make a noise in the engine and all the lights start blinking in the dashboard. Same thing happens when I turn on the headlights.?

Are you CERTAIN that it was reprogrammed correctly? If it was, then you've got other problems with the ignition system that will need diagnosing and you'll have to give more symptoms. Does the little red blinking light go out when you insert the key in the ignition? Does the relay 'click' when you turn the key? Does the engine turn over, but not 'catch?' Etc.
