1998 gmc jimmy what would cause the air duct actuator door to continuously open and close about every 5 seconds even if the control is in the off position the blower motor works fine?

What is mean by modulating actuator and floating actuator?
Modulating means the actuator is receiving an analog signal (usually 0-10v, 2-10v or 4-20mA) that is theoretically infinite and exact (i.e. 2.1v = 21% open on 0-10v=0-100%). Floating means that the actuator is receiving two discrete commands, an open or a close. These commands are ON/OFF or open/closed contact. It uses the timing of the actuator to essentially guess the position to be in. For example, if it needs to be at 20% open and the actuator is a 90 second model, from full closed it will send an open command for 18 seconds (90*20%).

Move motion control lever to full forward position and hold for 5 seconds. Move lever to full reverse position and hold for 5 seconds. Repeat this procedure 3 times. Move motion control lever to neutral position. Shutoff engine and set parking brake. Engage transmission by placing freewheel control in engaged position. Sitting in the tractor seat, start engine. After the engine is running, move throttle control to half speed. With motion control lever in neutral position, slowly disengage clutch/brake pedal. Slowly move motion control lever forward. After the tractor moves approximately 5 feet, slowly move motion control lever to reverse position. After the tractor moves approximately 5 feet, return the motion control lever to the neutral position. Repeat this procedure with motion control lever 3 times. Your transmission is now purged and ready for normal operation.
