Probably a bad master cylinder...
The system needs checked for codes. It will show a malfunction.
Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.
Have the abs computer checked for codes. There should be a code stored to indicate the problem.
The master cyl. could be by-passing. have it checked.
you should have you're brake pads checked for wear. though it may also be a leaking brake line
Brake Lights Don't Turn OffUsually this issue is caused by an improperly adjusted brake light switch. Sometimes it could be a defective switch, but this is rare.
your brake fluid might be low.
if parking brake is on, the headlights when first started, will not work until brake is released.
I don't know about a Dodge but I disabled the antolock brake in a Ford Windstar van buy removing the fuse under he hood. For some stange reason sometimes the abs light is on and sometimes it is off. For now I covered it with electrical tape. Hope this helps.
you either don't have the brake fully dis-engaged or you need to have your brakes checked for wear.
They should be 7mm but sometimes replaced with 10mm so could be either hope this helps!
If you hear any kind of noise upon braking, you should get your brakes checked. Sometimes it's just a matter of needing an adjustment. Brakes that do not work properly can be very dangerous to ignore.
