I had a car once, but it wasn't a Honda, and the same happened to me. It was a deceleration valve problem. The rubber membrane had a split in it, and when I replaced it , it never happened again. I don't know if Honda has one???
You can try to make the idle just a little higher until you get it fixed, that might help. When I came to a stop, I had to put my foot on the brake, and rive it just a little so it wouldn't die. Until I replaced the part.

Will need more information to answer question. what year? is there any dash light on? does the motor crank slow or not at all?
What dies?
The whining could be related to the alternator. Does the car have any electrical problems such as the battery drains and dies while car running, are your belt(s) tight? in good condition? It might be a belt tensioner or idler pulley that is causing the whining.

try running with fuel cap open. If it keeps running, breather in fuel cap blocked, strip fuel cap and clean.

If it has a carb. choke is probably not working properly
Disconnect the batery cable from the battery while the vehicle is running, if it dies, you need a new alternator there, buddy.
