Try taking the hose off the back side of the spray nozzel and see it there is fluid there. It may just be the nozzel plugged. A couple of strands of fine copper wire from an extention cord will usually clear the hole in the nozzel. The pump is located on the bottom of the windshield washer reservoir but before you take it off, listen to see if you can hear it running. If you can't hear it run, replace the pump; if you can hear it run, the hose or squirter buttons may be clogged and will need to be cleaned out.

The drivers side wiper arm should move up if you pull up on them allowing you room to change out the wipers. Im sure I dont need to tell you how to change the wipers after that right? As for the right wiper its a little tougher. what i did was turn the wipers on and turn the car off when they were half way up. that should give u enough room to swap it out as well though the arm doesnt come up as high as the drivers side does. If you push the fluid button and the wipers move then it is the pump
because it doesnt work

There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. The good news is a wiper motor is pretty cheap at a junkyard, and not too hard to replace.

The multi-function switch inside the steering column has the turn signal lever and hazard lights button extending outside of the steering column it operates - turn signals - flash to pass - high beam headlights - windshield wipers ( on/off ) and intermittent speed settings for the wipers - windshield washer fluid squirter button
If your wipers were froze down or stuck down when you tried to use them. It maybe the wipers are designed so that the bolt which is fastened to the fire wall backs off. try tightening that bolt and see if they do not been working again! From LHZ
