1999 silverado needs some instrument panel lights replaced along with radio and CD button lights so how do you get the dashboard off to access these lights?

Tilt your steering wheel all the way down. Put parking brake on. Place truck into 1st and the dash will pop off with just a slight pull and maybe a little prying with a screw driver being careful not to do any damage to dash or item behind the dash.
