This seems to be a common problem with the hondas in general so here is my input. My civic is a 2000 si with the bouncing odometer and I wasn't gonna rest until I solved this very annoying problem. You can start by cleaning the VSS harness by first removing the wiring harness from the unit housing on the trans. Corrosion may occur here due to moisture and degreaser or weak solvent might help restore the connection. If this doesn't solve the problem...and you know the VSS is not faulty itself...there is one solution left. This would involve that dreaded word tracing the circuit for the break. It's actually pretty easy now that I've done my homework...Three wires into the VSS...power, ground, signal. The signal wire goes to the instrument cluster and the ECU. The other thing I heard of happening is the signal wire being poorly insulated under the intake manifold and can ground out which will also cause the bouncing odometer symptom. Vitaminp cardomain.com

A 98 Civic does not have a speedometer cable. It is an electronic speedometer. So if you are having problems with it not working the most likely culprit is the vehicle speed sensor (VSS).
