Answer Usually if only the high speed works then your resistor block (or plate, whichever you choose to call it) has gone bad. In Dodges it just has two bolts holding it in and it just slides out. It is is located under the passegener side near the center of the dash area. I would love to tell you where it is located in your vehicle, but I am afraid I have never replaced one in this type vehicle. Hope this helps you. Good luck.
Its not the relay, it is the blower motor resistor.
I think the blower motor relay is internal to the blower motor resistor which is located under the passenger side dash.
the blower motor relay is located next to the blower motor it is connected to the motor by a purple and black wires
Looking at the bracket from the front of the vehicle the relay for the blower motor speeds will be the fourth one from the accumulator and the high speed blower relay will the the third one from the accumulator........
The relay for only the high speed blower function is located in the fuse and relay center under the hood. The resistor for the blower motor lower speeds is located under the hood, passenger side, on the firewall close to the blower motor.

Go To Your Underhood Fuse/Relay Center Located Near The Master Cylinder. You Will Find The Relay There.
Not knowing what year S10 you have, you can generally find the blower motor high speed relay nearby the blower motor on the firewall. The resister for the other lower speeds is also found close by the blower motor.
On 03 silverados i belive the blower motor relay is internal to the blower motor resistor. i could be wrong though, check the underhood fuse/relay panel for one.
Need to know what year. FYI, the relay for the blower motor only operates the high speed function. The lower speeds are operated by means of the blower motor speed resistor.
Swap the relay with a known good one, many of the relays are of the same part number. Keep in mind that the blower motor relay only controls the high speed function. The blower motor speed resistor and the blower motor switch controls the lower speeds.
