Only for the high speed. The lower speeds are controlled with the use of a blower motor speed resistor.
The 1989 Honda Accord blower motor relay switch can be found on the firewall in the engine compartment. The blower motor relay switch will be on the passenger side of the firewall.

under the hood on the passenger above the blower motor mounted to a bracket.
It could be the relay
For the 1989 Dodge Ram, the heater blower motor resistor can be found on the passenger's side, on the bottom of the heater box. It is beside the blower motor.

Blower motor is located on the firewall behind the engine.
RH under hood, between blower and evaporator according to diagram. The blower control module is most likely the culprit. It was on my 87 covette ,easy to replace but cost about $150.00
Either the blower motor fan switch is bad or the blower motor resistor pack is defective. It is more than likely the blower motor resistor pack.
For the automatic climate control A/C unit: Standing in front of the car, the resistor electronic assembly will be ontop of, and to the left, of the blower motor housing, (Follow the blower motor wires), and also just below the relay rail on the firewall, it has 2 separate electrical connectors and is held in place by three screws.

The Fuel Pump relay is not located under the seat. It is located on the passenger side, under dash, above blower motor, mounted on firewall.
