a crappy car. my 99 beetle has the same problem. brake light switch new, bulbs and fuses new. brake lights just work whenever the heck they want. this is one of the many reasons my car has a for sale sign in the window. good luck.
Check the brake light switch. This can cause the brake lights to go out. There have been a couple of recalls on the 2001 for this exact problem. Contact your local VW dealer and have the switch replaced.

Out of adjustment. Adjust the mounting of the switch so the brakes lights are off until you press the brake pedal.
i have tail lights but do not have brake lights nor do i have turn signals. i have replaced brake switch and all bulbs
most brake switches have a method to adjust the position of the switch. check to see. it it dose, make the adjustment, and continue adjusting until the problem is resolved. the other possiblity is that the mounting bracket for the switch was bent at some point. hope it helps. duboff
The turn signal switch overrides the brake light circuit while the turn signals are on. If the switch is damaged or worn out the brake lights won't work.
Check the brake light fuse. If you have 12 volts at the brake light switch I would suspect the signal light switch is at fault.

The BOO (Brake On/Off) Switch may need to be replaced. If it is bad, it would cause the brake lights to NOT illuminate when the brake pedal is applied.
