If the 2002 Pontiac Sunfire works at times and the fuse is causing trouble. There may be a short in the fuse box or electrical system.
replace your starter assembly
listen for hum in back of car when turning key just to run. if nothing, it may be fuel pump issue. if ok, it may also be a fuel filter,crank or cam sensor, ignition coil.
I have a 1999 Sunfire and I have problems with the theft system too. Sometimes, I am able to pull the fuses and put them back and it'll start. Other times, I have to just sit and wait (for about 8 minutes) and then it'll start.

why do most all my dash light come on and the one head light looking one blinks.. i do have about 14 volts coming from the alternator and the battery at all times.
that was happening on my 99 sunfire gt last year i just put red lock tight on the inside hole and let it dry for about 1 hour and they never came out since
try turning the ignition key to on (don't start) and depressing the gas pedal 3 times within 5 seconds.
If you CAN turn to the right but it's really hard then it's probably your rack and pinion that's shot. Some times low (or none at all) power steering fluid will worsen this too.

Have a helper pump the brakes a few times and hold pressure, reach behind the wheel you need to bleed and release the bleed screw, fluid or air should come out. Repeat this until no more air is released and repeat for the other wheels
