if you are talking about the beetle bug there is no timing belt. the cam is run off the crank gear to the cam gear.

You can set it by ear by loosening the distributor hold down bolt and turning the distributor slowly back and forth with the car running until it sounds like it is running better. Or you can remove the 27mm hex plug on top of the transmission to reveal the timing marks and hook up an inductive timing light and set it that way.
you need a timing light first of all. then with the engine running shoot the light at the spinning wheel behind fan. it will basically tell you to advance or retard your timing. you do that by turning your distributer.
