Before you follow these steps look at the bottom of the steering column on the floor. There is a rubber boot where it goes through the floor. I found my squeak there, applied a little grease and it went away. Of course I found mine only after I had removed the whole cover.
The cover is easy to remove. There are two screws on the top of the column. You will see them when you rotate the steering wheel. Remove those screws. The two pieces are snapped together about i/3 of the way down the cover on each side. Unsnap the two pieces and the bottom cover will come off easily. The top half will take some "finagling" to get off but it will come off.

You need to remove the old one. For that you need to put your car on stands, remove front wheels. Remove the sway bar link. Drain the steering fluid out of the system. Disconnect the steering column from the rack. Disconnect two pipes coming from the power steering pump and going to the power steering fluid reservoir. After that disconnect the tie rods. Remove two bolts attaching the rack to the car body. Take out carefully the rack out of the car through the left side. Installation is opposite to the removal. Make sure that you align marks on the steering column and the rack. Refill and bleed the system.
The plug you are looking for is at the of the plastic shield that is just below steering column.
After several hours, it was found underneath the steering column and behind an air vent. Remove the change box, 3 bolts, and the panel that goes under the steering column. You will see a black air vent (tube). Remove the tube and there will be 3 fuses behind it. It is very well hidden :) That fuse controls the seats, door locks and all windows.
