The temp blend door actuator could be faulty. With engine warmed up and running, open the hood and feel both heater hoses with your hands. If both hoses are hot I would suspect the blend door is not working. If one hose is hot and the other is warm or cold, I would suspect a blocked heater core. Try flushing the heater core. If both hoses are only warm, I would suspect a faulty thermostat.
