I had the same issues with my 03 Tacoma. Once I checked all fuses, I assumed I had a broken wire somewhere in the circuit going to the gauges. In my situation, my park lights outside my headlights weren't working either. After taking out the park lights, I realized the problem was only blown bulbs. Then I disassembled the dash and took out the gauge cluster, and to my surprise all the bulbs were blown that illuminated the gauges. The other smaller bulbs for turn signal arrows, fuel light, and all others were working. Just not the backlighting. This is quite weird since all the bulbs were blown and I didn't expect that. So you may want to take out your cluster and simply check the bulbs if you do not have any fuses blown under the dash or hood.

There is one flasher relay on the truck which controls both the turn signals and the hazard lights. It is located on the drivers side, under the dash, mounted behind the instrument cluster.
I am having the same problem. I know for sure there is one on the transmission but according to my mechanic there is another in the instrument cluster at the speedometer. Can seem to find any info on the speedometer sensor.
