The blower motor speed resistor is burned out. That part should be available at your local auto parts store. I believe the resistor is located under the hood, passenger side on the firewall, close to the blower motor. Two small screws hold it to the HVAC box.

"Pilot" is only when initially igniting your water heater. Some manufacturers state to leave it on "Pilot" for so many minutes before turning to on but this is only temporary. It should be then turned to "On" and then if you have a low, medium or high setting or degrees adjustment, adjust the temperature setting. Remember that most local plumbing codes and water heater manufacturers recommend a temperature of no more than 120 degrees F.
You could place them in a box on the floor in the front seat and turn the heater on medium setting. You could wrap a hot water bottle in a towel and place that in the box with the ducks.
If the heater fan on your 1991 Caprice only works on "High" the problem is more than likely the resister assembly in your blower circuit or poor connections at the resister assembly. When the switch is in the "high" position the current does not flow through the resister assembly it flows directly to the coil of the blower relay. When the switch is in "low", "medium 1", or "medium 2" position the current flows through 1, 2, or all 3 of the resistors in the resistor assembly which results in the 3 different lower speeds. Check the resister assembly and replace if needed.
You can put it in a washer machine (small load or low setting). Then dry medium setting.
