Yes it could be. Look online and see if you can find the resistance readings between the 4 pins and check them with an ohmmeter. Also try unplugging the electrical connector on the IAC and see if it idles even higher.

It was in the Impala/Caprice, later Chevelle's, and pick up trucks. It was considered a high torque motor. Not high performance.
If you have only high speed on the blower motor or you are missing one or more low speeds, chances are the blower motor speed resistor is burned out.
I use Penzoil high mileage in my 105,000 mile LT1 caprice with an AC Delco filter. You can get a 5 qt jug for around $13 at walmart.
Near the blower motor there is a silver colored relay, follow the purple wire on the blower back. Replace the relay you should be good to go.

I have a 94 caprice that does this. Apparently it is either that speed only on the wiper motor that has a problem or the relay for the high speed may have failed and the motor may be ok. As it is a noncritical issue I haven't worried too much about it. If I find out more I will update this.
