Hello, I have a 1990 Cutlass Supreme, I recently bought it from my best friend, and it was doing the same exact thing. It turned out to be that the fuel injectors were clogged. My mechanic had to take allot under the hood apart in order to get to some of them, so I would have this checked last if need be. It could also be the ignition switch is bad, or something to do with the fuel line. I wouldn't mess with the fuel line yourself, cause if it is old, it will probably crack when you touch it, and that would be a pretty mess! Take it down to AutoZone or other parts store. Have them pull the codes...they'll do it for free. This will give you a place to start. They can tell you what the codes mean.
Generally the brake pedal gets harder to push when braking. You may also hear a vacuum leak when the brakes are applied. And sometimes the will engine idle rough when stopped and holding the brake pedal.
The break pedal will be hard to push are when you push the brake pedal all the way down the engine will start running rough are you may even here air sucking / Vaccum leak.
Have the timing checked. Actually, do yourself a favor and have a full diagnostic done.

Timing chain issue... When the chains and or cams move it affects vacum. Which create the brake pedal issue. Working on a 2000 LS 3.9L right now with same issue
