Give this a try first. If the stering wheel lock device has engaged, turn the steering wheel hard to the right and then hard to the left as far as possible while turning the key.
Had same problem with My 91 Lumina APV. Changed Starter Relay. Haven't had any problems sence.
The 1991 Chevy Lumina is fuel injected and has no carburetor.

Does it have a remote starter? Defective ignition switch?
facing the car it is on the bottom right side. Turn the vavlve counter clockwise and pull out.
i have the same car with the same probem but my key turns
try going to www.autozone.com and check on vehicle specs and or components location.
there should be 3/8 hole in it for a ratchet to fit it is up or down if you look at it you can tell
Check your battery if its fully charged, if it is then you have a wiring problem (shorted wiring)
turn the on the door twice disconnecting battery and reconnecting works when the alarm wont shut off and is ringing
