Well lets eliminate the switches for now. Get some extra long wire and hook motor up directly to battery just to see if you can get motor to work. make sure you use positive to positive and negative to negative or ground on motor. If this makes motor work you may want to check switches or possibly a non grounding situation.

The panel where the regulator is detachable. You will be able to remove it very easily. When you remove the panel you will see the way how the regulator can be replaced.

You can but, on a 2010 Camry the window module should be covered in your warranty. Even if you bought the car from someone else the manufactures warranty should transfer to you.
