This light indicates that the car is low on wiper fluid. To refill the wiper fluid resovuoir pop the hood and pour washer fluid in the clear tank. Note: not all cars have a wiper fluid warning light since not having any wiper fluid isn't a big deal.
Replacing windshield wiper fluid is very easy to do in a 1995 Chevrolet Blazer S 10. The washer bottle is located under the hood. There is a small plug at the bottom that will drain any remaining fluid. After the old fluid is drained, replug the bottle and fill with new fluid.

In the winter, when the temps go below freezing, there should not be any water in a car. It should be antifreeze, actual windshield wiper fluid, etc.... This will prevent any freezing.
did you check to see that the washer fluid is full? Open hood and check to see if the pump motors on the washer fluid res. came unplugged. Also see if any of the lines came disconnected from the wipers or the washer fluid tank.

Press tab and pull wiper out of hook being careful not to bend the wiper arm in any way. Once you buy the correct replacement wiper blades, they will come with instructions.
