It is going to take some detective work. Each circuit is protected by a fuse. Not knowing which circuit is At Fault, you need to diagnose which circuit has a problem, then trace all the wiring looking for damaged or pinched wires involved with that circuit.
There are no fuses on the firewall to my knowledge but there is at least two relays, one is the AC compressor clutch relay and the other is the starter relay.

start with checking the fuses, coil wire, distributor cap and rotor.
The fuel pump relay for the 1998 S10 should be found in the relay/fuse center under the hood. The fuel pump relay for the 1997 S10 would be found in the back of the glove box, first one on the left (closest to the driver).
It is either in the glove box or it is located under the hood closest to the passenger side firewall. There will be 3 fuses mounted to the firewall.
