It sounds like you have a fuel delivery problem seeing as the car will not go over 10mph. Could be a simple as changing the fuel filter. If that doesn't help, your fuel pump could be failing. This is for a non fuel injected vehicle. If your vehicle is fuel injected then the car needs to be taken to a mechanic who can properly diagnose the problem. Hope this helps.

I don't know about the Explorer but I had an experience with a Ford Mustang. I changed about everything I could think of related to the non-starting problem. Then I discovered there was a filter in the gas tank. Changed it and the problem disappeared!

I would say if you have a sohc v6 4l engine than the iac - idle air control value is the problem. i fixed mine by cleaning it with cab / electric cleaner. that was for stalling when starting in the morning or cooler temp. I still have lumpy idle but i hear that the upper intake and lower intake gaskets are prone to leaking - i replaced them but did not fix my lumpy idle. Other people suggest fuel filter.
