This is a common problem for the Taurus. It is actually loose hardware in the lower side of the steering column. A good fix is to take the steering column completely apart and reinstall all hardware with Loc Tite. If you are lazy, you can rock the steering wheel while a friend turns over the ignition. It takes practice but it works.

The 1997 Ford Taurus shifting cable has adjustment swivel nuts on each end of the cable. You can turn the swivel nuts to lengthen or shorten the shifting cable.

check for a failed vacuum modulator or a vacuum leak to the vacuum modulator. It sounds like you are shifting on the governor or engine management unit.
On Taurus 2003 and on Ford windstar it's located on top of the transmission, close to the shifting lever. It's covered with a small rubber cap that has inside ribs to allow air flow.
It could very well be the catalatic convertor on the engine. Have it checked out.
It is possible. Replace any broken mount, and this will eliminate the possibility.
