No it is not a common problem. It happens but not commonly. Caution! Stop driving this vehicle until you have this repaired or you will do severe damage to the internal components of this engine. Have both head gaskets replaced and not just the one that is blown. After the repair, change the oil and filter, drive the car 100 miles and change the oil and filter again.
You may have a head gasket problem or a cracked head, engine oil is mixing with the antifreeze.
i would start with fixing coolant problem brown coolant indicates there is oil in your coolant which indicyrs either a blown head gasket or a cracked head you fix that problem and more than likely, the surging problem will go away

I have a 95 Grand Prix with the same problem,3.1 engine. I hope it is only a bad head gasket or gaskets and not the heads as they are not cheap. The problem i am having now is that the breaks seem to have locked up as if you were pressing on the brake pedal.If you know anything about this let me know.... if its a 3.8 or a 3.1 the are more common for the lower intake manifold gasket to go bad. to anser your question u either had one of three thing wrong and it could be the calipers are hanging up, the hoses have colapsed or the e-brake has frozen on.
