∙ 13y agoSome of Peter the Great's accomplishments could also BR viewed as his biggest downfalls. I guess it all depends on how you look at it.
He started the process of modernizing, or "westernizing" Russia. This included all areas- socially, economically, architecturally, even fashionably.
He also practiced meritocracy by forming Russian into a service-state.
More obviously, Peter built the city of St. Petersburg, started a publishing industry, printed the first Russian newspaper, updated Russia from the Old Slovic Calendar, and started the 1st Russian Navy.

∙ 9y agoPeter I of Russia, or Peter made significant accomplishments as Tsar. He introduced West European reforms into the Empire. Peter was also responsible for building Russia's Black Sea fleet and strategic victories expanding the Empire into the Caucuses.
