This may sound funny, but make sure the parking brake is completely released
AnswerThe daytime running lights have a fuse, relay, control module, and a diode. The last three are located under the left side of the instrument panel. They will all need to be checked. You may also have a short or open in the DRL circuit. since the high beams are working and they are the same bulbs as the DRL's.

Where is the 1994 JEEP grand cherokee Daytime Running Lamps Lights Module? Lights are working but the running lights and dash board lights are out.
Taillights and daytime running lights not working may be caused by a blown fuse. The fuse can be found in the fuse box in the engine compartment.
Bulbs burned out or fuse and or relay popped
There is a heat-sink resistor (has fins), approximatily 2" square under the dash just to the right of the steering column. It drops the voltage to 8 volts. People like to cut the wires to this device to disable the running lights. It is rare for this device to fail.
