Innocent or Neutral. Mu. Which means, "Your question cannot be answered because it depends on incorrect assumptions" Evil (and its unspoken opposite, Good) and even the middle ground of Neutral are all labels we put on people and things as if people and things *are* just one thing ... good, neutral, or evil. Buddhism teaches that that is a flawed way of looking at the world.
The closest Buddhism comes to talking about our state when we enter this world is to say that we are ignorant and deluded.

Buddhism is a way of life, not really a religion of commandments and obedience. The Buddha taught us to live in accord with Nature and the Law of Cause and Effect is one of the few Laws of Nature which affect every single being irrespective of creed, colour, religion, pauper or king - You Reap What You Sow. All being in the whole universe is re-born again and again to learn the lessons of life, to perfect all virtues. If you have done a lot of good deeds (you sow) in your past live/lives you are born in a rich envirolment (you reap); you are born as a prince or a rich person or in a trouble free country but if you have sow a lot of bad deeds you deserve (you reap) to be born into a war-torn country or a country with floods, earth-quake or as a poor and miserable person with animal-like parent in a gutter envirolment.

"Evil" is not really a Buddhist concept. The implication of evil that some deity has defined what he/she/it feels is correct and those apposing that standard are evil. In Buddhism there is no deity to make this mandata. Actions in Buddhism are seen as progressing an individuals experience towards enlightenment. Hurtful actions, to oneself and to others, hinder this progress.
